Ultimately - he holds the vote. It's enevitable. The majority of the sane Liberals vote for (for same sex marriage), the entire Bloq (and they will, they did already) and the entire NDP (that's a given). The Conservatives lose (slim numbers or not they lose), and PM Harper can tell the fervent religious right wingers he did what he said he would do and now drop it. He saves face. I think he knows he will lose and that most Canadians are fed up with the issue and want the government to govern.
